Unable to remove filter due to missing authorization.identity

      Reproduce steps:

      • add new Authorizations rule
      • leave authorization.identity filed blank
      • save filter
      • reopen filter menue
      • remove the Authorizations rule

      Problem:

      • save button not enabled
      • filter cannot be saved

      Expected behavior:
      If this kind of rule (blank authorization.identity) is not valid the creation should be restricted

      Nevertheless the deletion of a filter parameter should be always enabled.
