Provide a DecisionService in the BPM platform

    Description

      A new service is added to the BPM platform. The DecisionService should allow to evalute decisions by id, key, version etc.

      We should remove the following public api if it exists: (move getter to PECImpl):

      processEngine.getProcessEngineConfiguration().getDmnEngine();
