AT:

• using the DecisionService I can evaluate a decision table by a decision definition key and a tenant-id
• and I can evaluate a decision table by a decision definition key which belongs to no tenant
• if I evaluate a decision table by key without a tenent-id then an exception is thrown if there are multiple deployed decision tables with the given key from different tenant-ids
• if there is only one decision table then the decision table is evaluated
• I can also evaluate a decision table by key and tenant-id using the REST-API
