Use new localConf service to store state of cockpit regions

      The new localConf service (introduced with CAM-6930) should be used instead of directly using the window.localStorage in order to store the state of cockpit regions on the following pages:

      • process definition
      • process instance
      • case definition
      • case instance
      • decision definition
      • decision instance
