Add default values for customBuckets and dateVar unit to existing reports

      Context:

      With OPT-4212 and OPT-4254, we'll be adding two new fields to the report config: one for the custom bucket configuration of number variables and one for the date unit configuration of date variables. To avoid any potential issues with null values for these fields in the future we should add a migration to ensure the fields are set to their default values correctly. 

      Note: could consider doing OPT-4216 at the same time.
