Upgrade and Reimport scripts don't load plugin directory

    Description

      Our upgrade and reimport bash scripts don't currently load plugins correctly do to the path issue, originally identified in https://jira.camunda.com/browse/OPT-4218

      We should make sure we run the script from the base Optimize directory so that the plugins can be applied as expected, whether run from the upgrade/reimport subdirectories, or the base directory itself.

      High priority as plugins (ES Custom Headers) can now be applied to upgrades and reimports, whereas this was not the case in the past.
