Duration report does not show a proper error message for authorization exceptions.

Precondition

• User has no READ_HISTORY authorization for any ( * ) Process Definitions

Steps to reproduce

• In Cockpit click in the top navigation on "more" -> "Reports" -> "Process Instance Duration

Observed behavior

• A red blank box without further information is shown

Expected behavior

• A proper error message is shown
