Make missing permission error less specific

      Kermit, who does not have access to a particular report due to limited permissions sees the attached screenshot.

      Problem:
      • Text too specific about content
      • Tenant names should not be displayed
      • Consider if he should see this at all
      • When editing, Kermit should be unable to interfere with a report he has no access to, but be able to edit others.
      • If Kermit publishes a dashboard that includes a report he has no access to, can another use view the report if they have access?

      AT:

      • for an unauthorized report evaulation in the context of a dashboard the message shown in the report box should be:
        Missing authorization
        No access to report
      • when hovering over the disabled share button on a dashboard where the user lacks access to one report the tooltip should show the message:
        Sharing forbidden. Missing authorization for contained report.

            I have to reopen this issue as the error message for combined reports is wrong. The user has no authorization for one report of the combined report.
