Description
Kermit, who does not have access to a particular report due to limited permissions sees the attached screenshot.
Problem:
• Text too specific about content
• Tenant names should not be displayed
• Consider if he should see this at all
• When editing, Kermit should be unable to interfere with a report he has no access to, but be able to edit others.
• If Kermit publishes a dashboard that includes a report he has no access to, can another use view the report if they have access?

No access to report - when hovering over the disabled share button on a dashboard where the user lacks access to one report the tooltip should show the message:
