      What is the desired functionality that you are missing?

      As an Optimize User I can export / import reports and dashboards and I don't have to be a super user to do it.

      Eventually we need to check under which conditions this is allowed and when it's not.

      Which problem are you going to solve with this functionality?

      **Currently only superuser can export and import entities which leads to the fact that "regular" users have to reach out to superuser to export and import entities from one environment to another one. 

        This is the controller panel for Smart Panels app

            Sent back to "scheduled" because it's lower priority. Added a "planned" label to show that it can jump to kickoff when ready
